From what we can tell it's a zither from the turn of the century. The numbers along the bottom are designed to make instruction easier. It needs some restoration, the wood on the back has cracked a bit and the varnish has discolored the gold leaf decoration with time. BIXLEY NOTES Antique Zither Center label reads
